Senior Clean Energy Policy Analyst, Energy Planning & Innovation Division

WORKING AT THE OREGON DEPARTMENT OF ENERGY

The Energy Planning and Innovation Division prioritizes diversifying Oregon's energy mix, successfully integrating renewable energy resources into our energy systems, developing innovative approaches to saving energy, better managing our use of energy, and supporting statewide efforts to meet Oregon's future energy and climate goals. Through statewide programs and projects, the division provides policy expertise and leadership on topics such as renewable and conventional energy resources, alternative fuel vehicles, demand response, energy storage, energy efficiency, and energy system resiliency. The team supports promising initiatives to advance energy innovation – from providing grants to energy technology demonstration projects, to developing energy policy recommendations, to providing technical expertise on emerging energy issues. In 1999, we were the first state in the nation to adopt carbon dioxide emission standards. Today, the division plays a key role in informing greenhouse gas policy discussions and developing options to meet both the state's energy needs and climate goals.

WHAT YOU WILL BE DOING

The position will serve as the state’s expert on clean energy policy in Oregon, relevant clean energy policies in the region, and evolving clean energy markets.  The position will enable the state to achieve its renewable portfolio standard goals, and clean electricity targets, provide analysis on the harmonization of western state RPS and climate programs, and evaluate new clean energy policy options as they develop, greenhouse gas reduction goals, and prepare for the impacts of a warming climate.  This will be accomplished by maintaining expertise on clean energy policies in Oregon and within the region, analyzing clean energy and clean electricity policies and strategies, following, and providing input where needed on evolving clean energy markets in the West, informing state leadership on clean energy policy and market issues, and collaborating with diverse stakeholders on developing and evaluating policy options and strategies.

This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central worksite located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes two days at the central worksite per quarter, including attendance at in-person all-staff meetings. The position may also be required to work at the central worksite on a more frequent basis with advance notice, as needed.

WHAT WE ARE LOOKING FOR

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and five years of professional-level evaluative, analytical, and planning work.
    -OR-
  • Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

The most successful candidate will also have the following skills, experience, and background:

  • Demonstrated knowledge and experience in one or more of the following energy sectors, resources, or technologies:
    • renewable portfolio standards
    • renewable energy certifications and other environmental market instruments
    • Western Renewable Energy Generation Information System (WREGIS)
    • utility integrated resource planning approaches and regulation
    • clean energy markets and carbon pricing programs
    • clean energy and clean electricity policies
    • voluntary renewable energy markets including corporate program procurement.
  • Excellent public speaking, policy analysis, and conflict resolution skills.
  • Experience in energy or natural resource-related research, modeling, technical and policy analysis, program design, and program evaluation in the public or private sector.
  • Experience working and collaborating with government agencies and stakeholder groups.
  • Experience in state legislative processes and familiarity with state legislative and agency rulemaking processes.
  • Experience leading large project teams with diverse interests, finding ways to encourage people to share knowledge, leverage strengths, and collaborate.
  • Demonstrated ability to take broad conceptual policy ideas and explain them to lay audiences and make recommendations.

Preference may be given to an applicant with the following:

  • An advanced degree in economics, natural resources, energy management, engineering, or any degree demonstrating the capacity for knowledge and skill in public policy issues related to energy and climate.
